     Project CORE is a community-based program that provides comprehensive, integrated mental health and substance abuse treatment services for individuals who are at risk of being or are involved in the criminal justice system.  The goal of this project is to provide services that will divert participants from either initial or future involvement in the legal system.
     Project CORE provides an integrated approach to treatment addressing the total treatment needs of the individual and collaborating with other community agencies. In this model, clients are shared in both the alcohol/drug and mental health treatment systems, as well as with community systems. 

Referrals to Project CORE come from the County Attorney, Judges, Department of Corrections (DOC), Department of Social and Rehabilitation Services (SRS), Law Enforcement, Community Corrections, and Court Services staff in Montgomery and Wilson County, Kansas.  In-house referrals of individuals are also made as Four County service providers come into contact with clients who meet the program criteria.
     A comprehensive assessment is completed to determine both mental health and substance abuse issues.  Information is obtained from relevant sources in the community including representatives of the judicial system, family members, and significant others.  Assessment also occurs regarding level of risk and participants must meet criteria indicating low probability of risk to the community with outpatient treatment.  If the individual needs more intensive services than outpatient, appropriate referrals are made.
     Intensive Case Management are a key component of Project CORE.  All Project CORE participants are assessed for Case Management.  Case managers are cross-trained in working with mental health and alcohol and drug issues. 
     The mental health clinician, substance abuse counselor and case manager develop a comprehensive written treatment plan with the client that establishes specific, objective, measurable goals.  Input from significant others, family members, and other agencies are included in formulating the treatment plan.  Family members and key individuals from other agencies such as probation officers are asked to participate directly in this process whenever possible.  Montgomery and Wilson County Court Services and Montgomery County Community Corrections have both stated that they will welcome this opportunity for close collaboration.  Addiction Severity Index (ASI) scores will be used in development of the treatment plan for substance abuse clients and scores of six or above are addressed.  The treatment plan will outline other service modalities and supports to be utilized at both the mental health center and in the community.  The case manager will develop a Case Management Treatment Plan with the client further delineating individual steps toward achieving goals on the master treatment plan.  Emphasis is placed on building upon the individual's strengths.  Motivational interviewing/counseling techniques are emphasized in treatment provision.
     Project CORE provides an intensive outpatient treatment model that includes individual therapy, group therapy, family therapy and intensive case management services for both mental health and substance abuse issues.  Psychoeducational groups focus on developing social and coping skills that are key to the individual’s recovery.  Random urine analysis (UA) are used to monitor treatment compliance for substance abuse clients with assistance from Community Corrections and Court Services. 
     The initial 90 day intensive treatment phase provides both evening and day components with participation ranging from 1 to 5 days per week depending on the client's needs.  Hours of operation will range from 8 a.m. to 6:00 p.m. Monday through Friday with services also offered until 8:30 p.m. one evening a week.  Crisis Services will be available to participants 24 hours a day seven days per week.
     Project CORE believes that family involvement is a vital component to each individual's recovery process.  family members and significant others involved in the individual's recovery process are encouraged to attend activities with the Project CORE participants. 
     A primary treatment provider is responsible for oversight of the participant's treatment program to ensure that the client has access to any necessary services.  Project CORE provides new service components and has expanded existing services.
     At completion of the 90-day treatment phase, progress toward goals is reviewed and the treatment plan is revised with the client and team members.  If needed, clients are allowed to repeat the 90-day phase.  If sufficient progress has occurred, the client moves to continuing care and/or referred to other existing community based programs.  For example, the next step may be helping the client find employment and referral would be made to the Supported Employment & Education Services.  

  • Where are services available?  Individual and family counseling services are available in the Independence, Coffeyville, and Fredonia office sites during regular office hours.  (Please note that we do have after 5 p.m. appointments as a part of our regular office times).  Group treatment services are offered in the Independence office.  Transportation is available for program participants.  Case Management services are provided in the community (Montgomery and Wilson County area).

  • How are services requested?   •  What is the cost of services?  Our regular fee for counseling services is $80 per hour. However, we do offer a reduced sliding scale fee based on income or ability to pay.  To qualify for a reduced fee, proof of income is required.  There are several third party or insurance payers that do cover addiction and mental health treatment including some Medicaid cards.  If you are a Kansas resident and your income meets the Federal Poverty Guidelines, we may be able to access funds from the State of Kansas Addiction and Prevention Services that will cover the cost of alcohol/drug treatment services.
